Context

Our Customer is a US-based company providing business software and consulting solutions to the over 800 public housing authorities (PHAs) and other affordable housing companies.

In order to cut costs and increase operations productivity for PHAs implementing housing insurance programs, the Customer wanted to create a cloud-based on demand supporting solution. The solution should automate and upgrade existing business processes, as well as ensure regulatory compliance and cover reporting needs.

Based on the tender results, Iflexion was chosen to cover the full cycle of cloud-based solution development.

Solution

The delivered solution – a SaaS portal for 800 public housing authorities – is a set of cloud-based applications supporting public housing programs implementation.

The solution comprises features and modules that increase efficiency of authorities operations by automation of several processes:

  • Application management
  • Queries management and cleansing
  • Housing inspection procedures
  • Contracting
  • Payment processing

Iflexion team has also complemented the solution with an online portal used by 3 mln people to submit applications.

Moreover, we implemented a reporting component, that helps PHAs analyze daily operations, set objectives, as well as follow compliance requirements.

Development Process

Iflexion team was responsible for covering all project needs and stages, from business analysis to solution testing, deployment and documentation preparation.

The collaboration started at the beginning of 2012 with a pilot project performed by 6 Iflexion’s specialists. Within a year, 3 teams were engaged into the projet, each comprised frontend and backend developers, business analysts, project managers, QA and support engineers.

At the moment, 7 teams is working on delivery of cloud-based ASP.NET applications. 

Technologies

For system implementation we selected .NET 4.5 as a core technology. The website was built on ASP.NET MVC 4 framework with independent views, reused controllesr and presentation models for desktop and mobile.

To build RESTful web services, ASP.NET Web API was implemented, together with WebService Façade for external applications that may use system functionality.

For reporting feature implementation we used an open source Java reporting tool – JasperReports.

Results

After the first successful release, the cooperation between the Customer and Iflexion is still in progress. The solution is being enriched with new functionality, including financial operarions processing.
